Failed to load resource: net::ERR_CONNECTION_REFUSED for steal js components

Im working in a restricted environment where there are proxy settings enabled and im unable to steal the components residing in another app. I however used CORS toggle, but still im unable to steal the components. I can see around 20+ errors in my chrome debug console with all having same error as Failed to load resource: net::ERR_CONNECTION_REFUSED for all steal js components(can/dev/etc..). Any help is always appreciated.
