I am sorry to say, but the documentation (ironically, on a documentation tool) is atrocious.
As o.koller states, there is no doc.bat, and the documentation (even the one you linked) specifically states to use that file. And then there are instructions such as "for now, the software you use must use Steal" that go straight over a new user's head. In fact, a new user is unable to get stated with your software without a huge investment of time. Pictures in the documentation are missing (broken links), so when the documentation says "This is what you should see when you open crm\docs.html", I actually have no idea what I should be seeing.
Since there hasn't been a reply to this topic for a few days, I don't think much would come Mr. Koller's way still. There's another post updated months ago about the same issue, which also ends with the post of a confused user, instead of a solution.
The only reason I got it to work since I had access to an old download of an old version, that included the doc.bat file - which is what I'm using. Somehow I didn't have to load steal in my app either, I can keep it separate. I better keep a good backup of that configuration.
